J-BusinessDirectory - Event association

Is there a way to create an event and not have it associated with a specific business. Say I want to support an event for the city and they obviously won't have an account created. Can I do it as an administrator and allow me to enter business info of the event itself not my business info as a house account

Currently events can be created for business listings only. You can create a generic business listing that represent the city and associate events for that specific business listing.
