J-BusinessDirectory - Main Categories

We just installed J-Directory.  We are transferring a directory from one site to another and they wanted the main categories to stay the same.  The main categories show on the front end.  However when editing a listing, no categories appear in the dropdown (see attached).  I did notice however that the businesses that I put into categories are appearing in their proper categories but it's confusing.

Please make sure that all categories are enabled (the checkbox is checked).
