J-BusinessDirectory - Maximum number of Offers/Events/Attachments

I looked at the documentation, but can't tell if the maximum number of Offers, Events, and Attachments is:

1. The maximum number that can be active at one time,

2. The maximum they can have in a year, or

3. The maximum they can ever create.

Does anyone know the answer to this?

I think it is the number of events (...) you can have in your control panel as a user (no matter if active or not). You could create a package only visible for admin and try it as a user with maximum=1. I guess there will be a note like "you have reached the maximum of..."

But I am not sure.

The maximum number in the general settings represents the number of all items, active or inactive. 
On the package level, only the active items are taken into consideration.
