J-BusinessDirectory - Prevent users from posting in top level category?

I have a top level category named "XX Directory". The actual categories are children of this. Occasionally someone will add an entry in the top level which I don't want them to do. 

Is there a way to prevent this?

At the moment, there is no restriction about choosing the categories.
