If JCE editor is used then the description field stays locked when trying to add a new bussiness, event or offer.
No editor and TinyMCE works normally.
I think I know how to solve your JCE toolbar issue.
Follow this path:
- Joomla Admin > Components > JCE Editor Pro > Control Panel > Editor Profiles > Default > User Group

At the 'User Group' field, make sure to add the user group that will have access to the JCE toolbar.
However, it is possible the above does not work as a couple of us are reporting a TinyMCE issue on the following ticket:

I guess you have some problem with JCE editor profile settings mgt I have latest version JCE pro and it working fine with JBD tested it again.

There is a bug in Joomla 4.1 with the height of the editor.

1. That Bug seems to be regarding 'multiple editor instances'
- Title: "Fix TinyMCE height for multiple editor instances".
2. Also, the Joomla bug tracker discusses TinyMCE, not JCE.
3. Ssnobben previously reported NO issues with JCE a few threads above:
