J-BusinessDirectory - Question About User Account Creation

Generate user account when completing an order: when the order is created, the user can choose to complete the order as a guest or the system can generate an account for him

If this is set will the User Account be created once the Paypal Payment has been successful? I don't want spammers going through part of the process and then cancel yet it may not give them a directory listing but did create for them a joomla account.  I will offer no free accounts. Is my thinking correct by setting the above that NO account will be created till payment goes through?

This is valid only for JBD Offer Selling and for JBD Event booking.
