J-BusinessDirectory - JBusinessDirectory will not install

I just purchased the JQuark template and JBusinessDirectory component and havent had success either either.  JQuark installs but I am unable to get any page to display when i switch over.

JBusinessDirectory will not load via zip package, xml file, or tmp directory.  Am I missing something?  

I get the error: There was an error uploading this file to the server.

Any help would be greatly appreciated

The issue may arise due to some write permission or due to some upload limitation.
Please try with the version attached.

For quickstart please provide us joomla admin access to check it.

I've installed other components without a problem in the past on 2 different joomla instances I'm working with.

Little more information with what I'm working with

PHP 5.4

MySQL Server 5.6

MS IIS 8.5 In-House Server

I can give admin if I can provide it through private message or other means.

We have installed the extension.

It seems that you have an upload limitation.

Great, how did you manage to get it onto our server?  Just trying to understand everyrthing I can about it.  Can you by chance look at J-Quark or give me an idea as to what I need to do to get it working?
