For Offers, Events you have the following meta description:
1. Meta Title
2. Meta Keywords
3. Meta Description
For business listing:
Metadata Information
Please enter the metadata information.
So why no Meta Keywords for business listings?

For the business listings, you do have the possibility to set the metadata.
For the front-end you will need to set "Front-end meta data" to yes in the directory general settings.

Yes. But the keypoint was why the no 2 here missing = 2. Meta Keywords
Why is there no keywords for business listings as it is for events and offers?

The meta keywords that are being used are the business keywords.
The metadata is not taken into consideration by Google anymore.
